The Council aims to provide services which meet the needs of all who live, work, or visit this vibrant part of Central London, and ensure that those services operate smoothly and efficiently.

The Royal Borough spends approximately 135 million each year on a wide range of goods, services and works. In order to achieve best value for money a significant proportion of this is spent under contract with external organisations. Details of the various contracts can be viewed by visiting the Council's website.

The Royal Borough is involved in an increasing number of joint contracts with other local authorities and public sector organisations. As a result, the Council does not always tender for new business on its own. Goods and services contracts that are competitively tendered are governed by financial thresholds set out in the Council's Contract Regulations.

Subject to requirement, tenders are advertised in the local and national press, trade journals, the Council's website, and in the Official Journal of the European Union (OJEU).

The Council's aim is to conduct business electronically and this includes the introduction of electronic tendering, electronic ordering of goods and services, and payment of suppliers. This will result in improved efficiency and a reduction in costs for the Council and its suppliers.

Procurement Plan

The Royal Borough of Kensington and Chelsea procures goods, services, and works by competition whenever possible, according to EU and UK laws, and the national objectives for procurement. Our aim is to achieve value for money on all purchases. This means considering the optimum combination of quality and whole of life costs to meet the needs of the end user.

Each of the Council's five Business Groups contract for their own service requirements. However, common goods and services required across the Council are generally contracted for centrally, or by one Business Group on behalf of the others.

For low value projects a number of suppliers are invited to submit competitive quotations. For higher value projects, where the estimated contract value exceeds a predetermined threshold, formal tenders are normally invited. If a contract value is estimated to exceed the limits set by the EU, the EU procurement directives are followed.
